ETHICS COMMISSION SUNSET REVIEW

The Texas Ethics Commission underwent Sunset Review during the 2024–2025 cycle (89th Legislative Session). While PAAT engaged actively in the process—submitting formal recommendations to improve ethics laws and procedures and closely monitoring legislative developments—no Sunset legislation for the Commission passed in either chamber this session. This marks a repeat of history: during the 2012–2013 Sunset cycle, Senate Bill 219 (83R), which would have implemented Sunset recommendations, was passed by the Legislature but ultimately vetoed by the Governor. Importantly, unlike most agencies, the Ethics Commission cannot be abolished through inaction on Sunset legislation. Because the agency was created through a constitutional amendment approved by Texas voters, its existence is preserved regardless of legislative failure to reauthorize it.
