Position Summary

The Manager, Legislative Affairs will be responsible for providing substantive legislative and legal support to attorneys in our fast paced Government Law and Policy Practice. 

Duties & Responsibilities

  • Be internal expert for compliance, regulations and requirements, including advising other departments.

  • Identifying the underlying principles, reasons, or facts of information by breaking down information or data into separate parts.

  • Monitor legal environment and propose legislative activities to encourage business objectives.

  • Reach out to and develop relationships with local government, business, and regulatory bodies.

  • Manage and monitor regulatory activities, applications, proceedings, and filings.

  • Monitor relevant news daily, distributing matters of interest to attorneys and clients

  • Reviewing interim hearings, alerting appropriate parties of impactful developments and monitoring proceedings as requested

  • Helping to draft legislative and session updates spanning diverse legislative topics

  • Prepare formal bill reports, legislation proposals, testimony and related briefing materials used by departmental personnel, clients and Congress in the drafting of legislative language and formal consideration of the legislation by committees of the House and Senate

  • Coordinating events for legislative offices during active sessions

  • Maintaining vendor and online subscription relationships

Skills & Competencies

  • Ability to use writing as a clear and accurate communication tool in business writing, persuasive writing and any legislative significant document.

  • Ability to understand compliance with regard to federal and state lobby activities.

  • Ability to articulate verbally and in writing with others in the firm with regards to compliance under LDA and Foreign Agent Registration Act.

  • Outstanding analytical skills.

  • Must be attentive to detail, work well under pressure and have the ability to manage simultaneous deadlines.

  • Successful candidate will be a motivated self-starter.

Qualifications & Prior Experience

Previous experience with Telicon a must.Position requirements include: a Bachelor’s Degree. Candidate will have minimum 2 years’ government affairs experience.

 Knowledge of Microsoft Windows and the Microsoft Office suite of applications, particularly Word, PowerPoint and Excel.

Overview: The Texas Federation of Drug Stores (TFDS) is a 501(c)(3) nonprofit corporation with a primary goal of advocating on behalf of chain pharmacy in Texas. Chain pharmacies include retail organizations operating at least 4 four pharmacies in the state. 

Contract Lobbyist Responsibilities: The Texas Federation of Drug Stores is seeking a seasoned contract lobbyist with experience representing pharmacy or health care organizations and/or knowledge of current pharmacy issues (preferred). 

  • Represent TFDS at meetings, hearings and other events with legislators, regulators, and their staff as well as the Governor’s Office

  • Advise TFDS of all meetings related to pharmacy legislation and regulations.

  • Educate legislators and regulators on TFDS priority issues as identified by TFDS members

  • Solicit input from TFDS members on impact legislation and regulations may have on operations

  • Help draft legislation, regulations, amendments, talking points, testimony and advocacy one pagers on priority legislative and regulatory issues

  • Identify and recruit chain pharmacists to serve on boards, special committees, tasks forces and work groups

  • Go on the record in support of, or in opposition to, legislation and regulations on behalf of TFDS at TFDS' direction

  • Identify and reach out to other health care providers and third-party allies to develop coalition partners on pharmacy issues

  • Represent TFDS at meetings with other pharmacy groups including but not limited to the Texas Pharmacy Summit, Texas Pharmacy Congress, Texas State Board of Pharmacy meetings, and as well as other stakeholder meetings with various regulatory agencies including but not limited to the Texas Health & Human Services

  • Commission and the Texas Department of Insurance, and report back on all action items

  • Organize and lead TFDS Board Meetings held at least quarterly in-person as well as update calls held routinely throughout the year.

Fees: Lobby retainer to be paid monthly plus travel and meeting expenses.

  • Client list (in addition to current clients include others that you represented during the 2017 and 2019 sessions, but are not currently contracted with)

  • Candidates or firms with the ability to manage administrative and financial functions including financial statements, tax filings, meeting planning and support should include a section with capabilities and experience in this area as well as the proposed monthly fee.

Qualified candidates should be prepared for interviews the week of October 7th and finalists may have an opportunity to meet the TFDS board members on October 16th.

TADA is the statewide trade association representing over 1,300 franchised automobile dealerships in nearly 300 communities throughout the state of Texas.
